In answer to questions re. Activation:
In keeping with the House Rules published by Harrogate Wargames Club:
* All commanders get the "commanding" trait automatically. This allows one failed activation roll per round to be re-rolled, plus one re-roll attempt for the Commander's own unit.

Cheers gents, that pretty much rules them out for the rank & file.
